What is Treasury & Liquidity?

A payment can’t settle if liquidity isn’t there to cover it. The Treasury module tracks nostro account positions and intraday liquidity in real time, and exposes a LIQUIDITY_CHECK step type so any flow can gate execution on actual available funds before committing to a rail.
